ICAO DOC 9854 Global Air Traffic Management Operational Concept Ed 1
The operational concept is intended to guide the planning and implementation of global air traffic management by providing a description of how the emerging and future ATM system should operate. It was developed by the Air Traffic Management Operational Concept Panel (ATMCP) and was endorsed by the Eleventh Air Navigation Conference in 2003 and the Thirty-fifth Session of the Assembly in 2004.
