This document provides information and guidance to the licencing Authority on the implementation of Annex 1 Standards related to the approval of flight crew training organisations. It describes the process through which approval is granted to a training organisation, the contents of an application proposal to become an approved training organisation (ATO), and the quality assurance system needed to maintain approval.
