ICAO CIR 295 Guidance on the Implementation of Article 83 bis of the Convention on International Civil Aviation
This circular is aimed at assisting Contracting STates in developing appropriate policies with respect to the implementation of Article 83 bis of the Convention on International Civil Aviation (Chicago 1944) which entered into force on 20 June 1997. It is intended to provide better regulation and oversight over air safety regarding international lease, charter or interchange of aircraft. This material comprises, inter alia, background information on the subject, as well as Guidelines and a MOdel Agreement for the implementation of Article 83 bis.
