CIR 278 National Plan for CNS/ATM Systems
This circular is intended to assist States in sructuring, formulating, amending, enhancing and validating their national plans for the transition to CNS/ATM systems to meet both domestic and international operations. The guidance material presented in this circular is consistent with and complementary to the Global Air Navigation Plan for CNS/ATM Systems (Doc 9750) and covers operational, technical, economic and harmonisation issues related to CNS/ATM systems.
